Circular announcing special festival package for state government employees

Introduction:-
The government was considering announcing a special festival package for state government employees to meet the expenses incurred by government employees during the festival, increase purchases by employees and boost economic activities in the state.
Tharav:
At the end of adult consideration, it is decided by the Government to provide special festival package for the regularly appointed employees / officers of the State Government for the important festivals coming up till 31/3/2021.
(1) An interest free deposit of Rs. 10,000 / – will be given under special festival package. Which will be given in the form of pre-loaded rupee. This card will be valid till 31/3/2021. Until then, digital transactions can be made using this card. After processing the application of the employee / officer for taking deposit under this special festival package, the concerned withdrawal and distribution officer will have to get the card from the bank and give it to the employee.
(2) Advance may be sanctioned under special festival package to employees / officers on duty or on leave. The work for advance has to be done from the salary in a maximum of 10 installments from the month following the month in which the employee / officer is assigned.
(3) The benefit of this resolution will accrue to the employees / officers of the State Government, Panchayats and organizations receiving 100% subsidy of salary allowance.
This resolution shall be implemented from the date of publication of the resolution and the resolution shall be in force only for the financial year 2020/21.
Circular:
The following instructions are circulated for the procedure to be followed for obtaining a pre-loaded Rupay card of Rs.
(1) The employee has to apply in the prescribed form to the establishment branch of the office along with full name, mobile number and e-mail address details to get the deposit under the special festival package.
(2) The head of the establishment shall send the details of the approved applications to the withdrawal and distribution officer.
(3) The Withdrawal and Distribut Circular ion Officer will coordinate and send the details of the approved applications to the SBI and the details of the SBI branch for obtaining the card.
(4) Upon receipt of the card at the concerned branch of SBI, it will be reported to the withdrawal and distribution officer and also the details of the amount to be paid as per the number of the card.
(5) According to the number of cards, Rs.10,000 + Rs.177 per card (Rs.150 of card processing charge + Rs.27 of GST charge) has to be paid to the bank by check.
(6) The withdrawal and distribution officer shall maintain the security standards of the card obtained from the bank and distribute it to the concerned employees / officers.
(7) Deposit amount of Rs.10,000 / – in maximum 10 installments from the month following the month in which the card is handed over to the employee / officer should be recovered from salary.
(8) Charges for obtaining card of Rs.17 / – (including GST) should not be levied from the concerned employee / officer. These expenses will be borne by the Government of Gujarat.
